Richmond Heights and Richmond West sit close together in southwest Miami-Dade, but they are different places with different pavement. Here is what that usually means for the driveway, lot or community road you are responsible for.

Two Communities, Two Kinds of Pavement

Richmond Heights is a small community of roughly 1.6 square miles with about 9,000 residents at the 2020 census. It began after World War II as a community for returning African American veterans on land next to the former Naval Air Station Richmond. Older single-family housing is common there, along with churches, small commercial lots, apartment buildings and school parking.

Richmond West is much larger, about 4.3 square miles and roughly 36,000 residents, and most of its growth came after the mid-1980s and again after Hurricane Andrew in 1992. Google Maps shows association-managed communities and shopping centers along SW 152nd Street. Pavement in communities like these is often a shared asset: community roads, guest parking and clubhouse lots that a board has to budget and schedule.

Neither community is an incorporated city. Both are census-designated places in unincorporated Miami-Dade County, so county codes and Miami-Dade Fire Rescue generally apply rather than a city hall. Rules for a particular property can differ (a private association has its own governing documents), so confirm requirements for your site with the county and your association before work begins.

Local Conditions Worth Knowing

  • Heavy rain can flood streets. On August 15, 2019, CBS Miami reported four to eight inches of rain in a very short time, with many streets under water in areas including Richmond Heights, Country Walk and Kendall. Standing water on a lot is a pavement problem, because water that sits on asphalt and seeps through cracks weakens the base. Note where your lot ponds and mention it at the estimate.
  • Public streets and private lots differ. Flooding on public streets is a county matter; your private driveway or lot is the owner's or association's responsibility.
  • Sun and storms. South Florida UV and a long rainy season wear on any exposed asphalt, so cracks and faded stripes are worth addressing before the heavy rain months.
